Is there any way to check spoofed phone numbers and IP addresses? They seem to be coming from the same person.?

I get emails and phone numbers from the smae person for a long time. They're all a dead end but it seems to be the same person-a young local guy. He uses alias names, voice disguise software, friends etc. He's driving me crazy. I can't tell who is legit and who is him. All the phone numbers point to Omnipoint Communication. Can he be tracked down and stopped?
