I can't get a spark or get my '94 KX 60 to start. Any solutions?

So I have a brand new spark plug and when I go to turn it over there is not a spark. I don't know if it might be something else. I pulled a part each electrical component separately to see if they work. The stator, cgi box, and ignition system. I get a reading on the voltage meter for each component, but no spark. It could be the ignition system that is bad but why am I getting a reading but no spark? Help would be greatly appreciated. THANKS!
