Who played Hal Steward's "space dad" in the movie Megamind?

I know that it was Megamind in his disguise, but who actually did the voice for it? Was it Will Ferrel? Just curious. Thanks in advance for whoever answers. Also if you could give me some proof that your answer proves to be true, that would be great. Again, thanks so much in advance!
